United Russia enters the September 2026 State Duma and regional legislative elections as the dominant incumbent party, backed by extensive administrative resources, multi-day voting, electronic voting expansion, and the exclusion of genuine opposition candidates. Kremlin directives to regional authorities emphasize high turnout and strong performance for the party, consistent with its sweeps of all or nearly all regional contests in 2025. Preparations include a restructured leadership, primaries, and a party list featuring high-profile figures aligned with the Kremlin. While the party holds majorities in nearly every regional legislature and benefits from systemic advantages, modest declines in approval ratings amid economic pressures introduce some uncertainty, particularly in regions where it previously secured only pluralities. Trader consensus at 58% for a complete sweep reflects these institutional controls offset by the potential for localized shortfalls.
