United Russia maintains firm control over Russia's regional legislatures through administrative resources, redistricting, expanded electronic voting, and gubernatorial oversight ahead of the September 18–20, 2026, elections. The party secured near-total victories in 2025 regional contests and holds majorities in all but a handful of assemblies, with Kremlin directives emphasizing turnout targets around 50% and vote shares near 50–60% in most areas. Recent adjustments lowered performance benchmarks in weaker regions amid shifting approval metrics, while Altai Krai and conflict-affected zones like Kursk present noted historical or logistical challenges. Trader consensus at 55% for a complete sweep reflects these institutional advantages alongside limited but verifiable risks of isolated shortfalls in regional legislative outcomes.
