Iran has resisted exporting the material abroad, with Supreme Leader directives and officials emphasizing dilution or conversion under IAEA supervision instead of handover. Recent IAEA reports show little change in stockpiles or enrichment activities since prior strikes on sites, while highlighting verification gaps and calls for expanded inspector access. Ongoing diplomacy on enrichment limits, site dismantling, and sanctions relief remains the dominant variable, with any resolution hinging on verifiable commitments amid persistent disagreements over physical removal versus on-site measures.
