Kirk Cousins enters 2026 training camp as the Raiders’ clear Week 1 starter after head coach Klint Kubiak named him QB1 and directed the bulk of preseason reps his way. The Raiders signed the 15-year veteran in April explicitly to serve as a bridge for No. 1 overall pick Fernando Mendoza, aligning with Kubiak’s preference to avoid starting a rookie immediately. Aidan O’Connell remains a distant third option on the depth chart. The market’s heavy lean reflects this established plan and lack of recent developments suggesting a shift. An injury to Cousins during camp or a dramatic turnaround in Mendoza’s readiness could still alter the outcome before Week 1.
